This group included representatives of domestic industry, academia, professional societies, government agencies, financial organizations, and environmental groups, as well as experts in hydrogen safety. HTAP PublicationsBefore the formation of the Hydrogen and Fuel Cell Technical Advisory Committee, Congress established the Hydrogen Technical Advisory Panel (HTAP) through the Spark M.
