Objectives: Analyze transition scenarios that are associated with developing a hydrogen infrastructure for fuel cell vehicles; Develop a model that can be used to determine investment risk and economic viability of natural gas to hydrogen pathways; Determine investment risk and economic viability of pathways; Identify key economic barriers to the development of a hydrogen infrastructure and possible development paths; Assess impact on various stakeholders and how risks could be shared and minimized; Evaluate scenarios that could bring down the initial costs of hydrogen
