Operation Standards for Fuel Cell Backup-Power Systems for Telecommunications Facilities
A large number of possible codes and standards can come into play for initial or periodic permitting of operation of fuel-cell systems to provide backup power for telecommunications or other facilities. After a fuel-cell backup-power system is installed, it must be approved for operation. Operation approvals address safe operating conditions and maintenance as well as record-keeping. These approvals are normally provided by fire safety and inspection officials rather than permitting officials. Other federal, state, and local requirements may also apply and codes and standards related to general telecommunications equipment and buildings are not included.
Model code provisions related to operation issues include:
- Delivery of hydrogen gas or filled storage tanks
- Vehicle access
- Fire and emergency planning
- Personnel issues and training
- Signage
- Periodic inspections may include: specific operating equipment, subsystems, and systems inspections; fire protection and safety systems inspections; record-keeping inspections; or operating staff training inspections.
